Part 4:MegaStream


Subpart 1:MegaStream Circuits

MegaStream 1, 8 and 622 services are no longer available for new supply. Existing Customers of these MegaStream services can continue to rent current circuits at the prevailing rental charge. No new circuits can be provided. Furthermore, BT expects that all remaining MegaStream services (that is MegaStream 2, 34, 45 and 155), together with associated variants including Genus will be withdrawn from new supply at the end of 2020.

Dedicated digital links offering a point to point service for a customer's exclusive use, MegaStream offers a choice of 1*,2, 8*,34,45,155 or 622* Mbit/s bandwidths. Key features include high quality transmission, performance and reliability with nationwide coverage. All circuits are monitored for break of service alarms. A range of interface options is offered.

As MegaStream 1* standard delivery option uses CWSS 1 pair, a small minority of customers may be out of reach for this service. This is the only method of delivery for MegaStream 1 standard delivery option, so customers out of reach for this service are not offered any alternative technical solution or a reduced price alternative product.

Multiple Circuit Delivery Option can only be used at one end of a MegaStream 1 circuit.*

MegaStream Genus is a premium product that offers built in resilience with high service availability. Delivered exclusively over the Synchronous Digital Hierarchy (SDH) network, Genus is available for critical applications where security is paramount. This product is subject to survey to ensure that service can be provided before an order is accepted. There is no Genus variant of MegaStream 1 or MegaStream 622. Genus circuits are provided with two paths across the BT networks which do not share the same cable, node or transmission equipment between both ends of the service. They may share common duct or infrastructure (tunnels, passageways, channels, bridges and viaducts) at some points in the network.

Each MegaStream and MegaStream Genus circuit has two “local ends" that connect the customer premises to the BT network. Except where both local ends are terminated at the same BT local exchange, circuits are connected through the BT network by a “main link".

MegaStream 622 (b)is delivered over a network priced according to different criteria. Please refer to page of this Part.

*MegaStream 1, 8 and 622 are no longer available for new supply.

All prices quoted are exclusive of VAT.

The MegaStream product is priced according to bandwidth required. There are connection charges for each local end, and annual rentals for each local end and main link. The main link is priced according to the distance between the BT local exchanges at each end, rounded up to the nearest kilometre.

Quote on Line (QOL) is a tool that is available for pricing Private Circuits of 34Mbit/s and above including Genus variants. Savings can sometimes be made using QOL, for further information please refer page of this Part.

For circuits that link two premises within the City of London Zone (?CLZ Circuits"), fixed rental charges (that cover both local end and main link components) will be made, except in the case of MegaStream 1 where standard local end and main link charges apply. CLZ is defined as that area covered by the 0207 dialling code.

Connection Charges

Circuits have connection charges raised at both customer sites. Reduced connection charges are offered for ?additional circuits" or where ?appropriate plant" exists on all MegaStream bandwidths still available for new supply.

Charges for infrastructure over and above standard requirements are given in Section 45 Part 1 These charges include work on internal trunking & traywork; breaking through walls; additional poles, ducts and cables; radio charges and miscellaneous non-standard or specially requested items.

Site Connection Charges

Connections of a MegaStream2, or the delivery of a 2Mbit/s line system to support a retail private circuit(s), to a new site will be subject to a site connection fee. There are 3 types of site connection available.

Singleton Site - Normally a copper delivered service, this option is delivered subject to site survey to ensure service can be obtained via this medium. If service is not possible a Multiple Site delivery is required. Additional MegaStream circuits to a Singleton site are charged at the same rate. Where additional capacity is required at a Singleton site to support more KiloStream or KiloStream N circuits the Singleton site fee will apply.

Multiple Site - Normally delivered over fibre, or where appropriate, radio. The multiple site allows additional MegaStream circuits to the site to be charged at a reduced Additional rate.

Genus Site - Delivered over fibre or where appropriate, radio. Two separate paths are provided to 2 serving exchanges. This site connection is only available to support the delivery of Genus products. The Genus site allows additional MegaStream and MegaStream Genus circuits to the site to be charged at a reduced Additional rate.

Deemed Multiple Site

Deemed sites are those sites with a MegaStream already in situ prior to 31st December 2001. A customer will only receive the additional circuit charges for subsequent circuits on Sites where a fibre delivered service has been provided prior to 31st December 2001 for 2Mbit/s products. A customer may only receive reduced rentals on Sites, where a Site Fee has been paid.

Site cannot be ordered in isolation. It must be associated with a circuit order. Prices shown include the connection of the first MegaStream circuit.

Site connection fees are raised only once at a site. Thereafter, private circuits into the site will be subject to Additional or Appropriate Circuit charges as detailed below. Site connection fees apply to all sites supporting NetStream Enterprise and Corporate 2Mbit/s variants, Prime and Prime MetroStream 2Mbit/s variants, or DealerStream equivalent. Additionally these charges will apply in instances where multiple delivery of KiloStream or KiloStream N circuits is required, or where a 2Mbit/s path is required to support a singleton KiloStream or KiloStream N circuit. This also applies to equivalent products within NetStream Enterprise and Corporate and to Prime and Prime MetroStream variants. See appropriate section.

“Additional Circuit" charges apply where:

A MegaStream 2 circuit is provided at a site where either a MegaStream circuit currently terminates, or where an existing circuit or ISDN30 access is delivered on optical fibre. ISDN30 access links delivered over optical fibre but ordered on or after 31st December 2001 will not qualify the site for Additional Circuit charges. For MegaStream 1 Multiple circuit delivery option additional circuit charges are offered where optical fibre already exists at the customer site.

A MegaStream 2 circuit is provided at a site where either a MegaStream circuit currently terminates, or where an existing circuit or ISDN30 access is delivered on optical fibre, where the Multiple or Genus Site fee has been paid.

or

A Standard MegaStream circuit of 34Mbit/s and above is provided at a site where an existing circuit terminating at the site is a standard or Genus circuit of the same or greater bandwidth.

or

A MegaStream Genus circuit is provided at a site where an existing circuit terminating at the site is a MegaStream Genus circuit of the same or greater bandwidth.

BT must be able to supply the additional circuit into the same comm's room/rack and not be prevented from using the existing terminating equipment, otherwise new Site Connection fees will apply.

BT must be able to supply the additional circuit into the same Comm's room/rack in order for the reduced

additional / appropriate charges to apply. Where the premises concerned is that of the BT contracted customer, then the customer must ensure in advance that BT is not prevented from accessing its equipment to provide the new circuit. If, for any reason, BT is prevented from accessing its equipment located within the premises then New site Connection Fees will apply. In cases where BT is accessing a property to provide a circuit on behalf of another service provider, then that service provider must ensure, in advance, that BT can gain access to the third party's property. If, for any reason, BT is prevented from accessing the necessary BT equipment located within that property, then New Site Connection Fees will apply.

“Appropriate Plant" charges apply where:

A Standard MegaStream circuit of 34Mbit/s and above is provided at a site where there is an existing Standard or Genus MegaStream circuit of a lower bandwidth.

or

A MegaStream Genus circuit is provided at a fibre site where there is an existing Standard MegaStream of the same or greater bandwidth or an existing MegaStream Genus circuit of a lower bandwidth.

Ancillary charges as defined on page of this Part will apply as appropriate.

Spread Connection Option

  • All MegaStream customers may opt to pay their connection charge in 3 annual instalments. The 3 instalments are calculated as follows:
  • Connection Charge X 0.388
  • If a customer terminates service prior to paying all 3 instalments, the customer will pay BT any outstanding connection charges.

This tariff is not available for new supply. Customers may migrate their 2Mbit/s circuits installed prior to 1/9/00 onto the new tariff on request and free of charge.

MegaStream 1 Interface Options

MegaStream 1 Standard delivery - This is delivered over copper at BOTH ends. The customer can request either X21 or G703 at the A end and the B end. They can also have a mixture of both i.e X21 at one end and G703 at the other end.

MegaStream 1 Multiple/Aggregate delivery - This is delivered via copper at one end and fibre at the other. At the copper end the customer can have either X21 or G703 interface presentation but the fibre (Multiple) end must be G703.

For the Aggregate delivered circuit the fibre (Aggregate) end must be presented as G703, STM1 or STM4.

Customers can choose to purchase suitable G703 to X21 converters for their MegaStream 1 Multiple/Aggregate delivered service.

MegaStream 1 Configuration Options

MegaStream 1 can be provided as a structured VOICE 1024kbit/s (ie 16x64 individual time slots) service, or as an unstructured DATA service with dedicated bandwidth of any multiple of 64kbit/s between 320kbit/s and 1024kbit/s.

Customers may specify the desired bandwidth availability at no extra cost when the circuit is ordered. Changes to bandwidth requirements after this time can be requested for a single charge of £400 (exc. VAT).

Directly Cabled MegaStream 2 - Fully withdrawn

Directly Cabled MegaStream 2 circuits have been replaced with MegaStream 2 circuits.

MegaStream Longline

This allows customers to aggregate multiple 2Mbit/s, 34Mbit/s or 45Mbit/s circuits to a Customer Virtual Site (CVS) and carry the bandwidth via a MegaStream 155Mbit/s circuit to their customer premises. For further information on this product and it's pricing please refer to page of this Part.

Upgrades

Customers may upgrade without change of speed from a standard MegaStream to a MegaStream Genus (site survey permitting) for a one off charge of £4000.00 plus any additional duct charges that may be applicable. This site will then be deemed to be a Genus site.

2Mbit/s and 8Mbit/s customers' may upgrade their existing PDH NTE to the newer DWSS variants that include 1B(1x2), 2D(4x2) and 6B(16x2) for a one of charge of £1408.00.

KiloStream, KiloStream N & MegaStream 1 Upgrade to MegaStream 2:

KiloStream, KiloStream N & MegaStream 1 can be upgraded to MegaStream 2 without charge provided the following criteria are met:

  • Route of the circuit(s) can be covered in total by the new service(s)
  • Re-use of existing infrastructure only, where no new infrastructure is required
  • Outstanding connection charges for circuit(s) being ceased are paid in full
  • On upgrade, all appropriate charges (including set up charges) for the new service must be paid
  • Customers must accept that there may be a break in service between the cessation of the KiloStream/KiloStream N/MegaStream1 and the start-up of the MegaStream 2.

Changes to MegaStream Interface

For Changes to MegaStream interface options there is a single one off charge of £400 (exc.VAT) which covers the following interface modifications:

Changing the delivery interface presentation from BNC to RJ45 and vice versa, for customers using MegaStream 2; KiloStream Aggregate Interface; DealerStream 2 Mbit/s delivery interface presentation; Prime 2 Mbit/s delivery interface presentation or MegaStream 1.

MegaStream 2 customers changing from G703 (voice) interface to X21 (data) interface or vice versa.

MegaStream 1 customers changing from G703 (voice) interface to X21 (data) interface or vice versa. Customers can also pre-set the bandwidth availability if changing to X21 (data) as part of the same charge if specified at the same time when placing the order, however customers changing to G703 (voice) will be presented with a 1024kbit/s circuit only.

Customers may upgrade the bandwidth of existing circuits for a one off cost tabulated below

Customers may migrate to NetStream Enterprise and Corporate (refer to Part 7 of this Section for conditions and criteria) providing that all outstanding connection charges are paid in full and that the term of the NetStream Enterprise and Corporate contract is equal to or greater than the term of the existing contract.

2 Mbit/s standby switching equipment have a choice of Single Presentation at an annual rental of £304.00, or Dual Presentation at an annual rental of £152.00. In both cases additional charges will apply for separately routed local end and any special duct provision and cabinet 11B and power supply (if required). This product is no longer available for new supply.

Syncstream - Not Available for New Supply

Only available for 48 kbit/s X21 KiloStream service.

SyncStream 1 annual rental £1550.00, SyncStream 2 annual rental £1200.00. These charges are in addition to standard charges.

Shift Charges

Where customers require their local end to be moved within the same building (internal shift), network Time-scale rates will apply (see section 15).

Where customers require their local end to be moved to a new building (external shift) then the connection charge for one local end appropriate to the bandwidth of the service will apply. Rentals for annual contracts will be recalculated following an external shift. Rentals for fixed price contracts will be recalculated at the rates applicable when the contract was originally signed or the prevailing rates whichever is lower following an external shift.

Ancillary charges as defined on page of this Part will apply as appropriate.

Conditions

All MegaStream products are offered with a minimum of 1 year annual rental. This is payable irrespective of any early termination of service and cannot be made void even when migrating from a singleton contract to a pool contract and then ceasing the service.

If a customer has opted to pay connection charges by instalments and terminates the service prior to paying all three instalments, the customer will pay BT all outstanding connection charges.

Customers who entered a contract during the MegaStream Genus trial period prior to 01/04/1996 and who do not wish to retain their MegaStream Genus service may revert to standard MegaStream or DealerStream 11 at no charge.

Additional Information

BT offers a discount option based on length of commitment (Term) and Committed Spend (See Part 7 of this Section).

Where there is a requirement to provide and/or shift in excess of 49 analogue and/or digital Inland and/or International Private Circuits, see Part 8 of this Section for applicable discounts.

High Bandwidth Quote on Line (Qol)

MegaStream Quote On Line is a new pricing structure available for the pricing of private circuits of 34Mbit/s and above, in both standard and GENUS variants.

For these high bandwidth circuits a structured list of questions will be asked. These questions will be used in conjunction with a network cost model to produce optimum prices for the circuits being quoted for.

Methodology

The network savings are determined by the location of the circuit termination points (main link variables), and the status of the customer premises (local end variables).

Main Link Variables

The main link price will be determined by route elements and the zones within which the customer premises reside. There are three zones defined around each of a series of main network points within the BT SDH network. The zones are Zone 1 (0 to 5 Km radius), Zone 2 (6 to 15 Km radius) and Zone 3 (16 to 25 Km radius). The largest saving will be offered to circuits that have both ends terminating in a Zone 1 area. Where a circuit originates or terminates beyond a Zone 3, standard main link prices will apply.

The savings will be expressed as a discount on the standard main link element.

CLZ circuits will have no Main Link related reduction.

Local End Variables

Further savings are available depending on the following criteria:

a)The existence of a BT Add Drop Multiplexor (ADM) at either or both of the customer premises

b)Or the existence of fibre at either or both of the customer's premises

The largest saving will be offered to circuits with an ADM at both premises. For customer premises that have neither an ADM nor fibre on both customer premises, current local end prices will apply.

The savings will be expressed as an amount off the standard local end element.

Price Quote

The final price quoted will incorporate both the main link and local end savings and express these as an overall percentage off the gross price.

Migration

Customers wishing to migrate from existing high bandwidth circuit charges to MegaStream Quote On Line may do so upon request and without charge.

Conditions

Each quote is valid for a period of 30 days, and is subject to survey to ensure the accuracy of the customer provided information.

MegaStream 622 - Not available for new supply

Since 5 May 2008, Megastream 622 is no longer available for new supply.

MegaStream 622 is delivered on a network that has been provided as a series of linked network hops.

MegaStream 622 is priced according to criteria of proximity of the customer sites to the corresponding entry points of this network, the use of a designated 0207 network entry point, whether fibre already exists to the customer site, and the number of core network hops used to connect the sites. It is expected that no circuit will require more than 4 network hops.

Prior to ordering MegaStream 622 customers are asked a structured series of questions from which BT will determine the number of network hops required to connect any two customer sites, and the distance between the customer sites and the network entry points. This follows the established "Quote On Line" methodology as described on page of this Part.

There is no Genus variant of this product.

There is no Central London Zone (CLZ) variant of this product.

All ordered circuits will be subject to survey in the normal BT high bandwidth survey time scales to ensure that the service can be provided.

NetStream Enterprise and Corporate or MegaStream High Band Term, as defined in Parts 7 and 8 of this Section will apply.

Each MegaStream 622 will be delivered to dates agreed with the customer, and will follow the provision reduced charges scheme as defined in part 9 of this Section.

MegaStream Longline

MegaStream Longline allows customers to aggregate multiple individual 2Mbit/s, 34Mbit/s or 45Mbit/s circuits that are routed from remote customer sites to a single main premise.

The circuits are gathered at a Customer Virtual Site (CVS) and are transported via a 155Mbit/s longline bearer circuit to the main premise.

The following definitions are used within this product:

Remote site - Customer site requiring MegaStream 2Mbit/s, 34Mbit/s or 45Mbit/s service. These circuits will terminate in the CVS where they will be connected to the MegaStream 155 bearer circuit.

Main site - Customer site requiring MegaStream 155Mbit/s service. This circuit will terminate in the CVS where it will be connected to the circuits feeding remote sites.

CVS - A Customer Virtual Site is a BT owned site that acts as an aggregation point for a customer's remote circuits, concentrating them into a single 155Mbit/s circuit. The CVS is contained in a suitably equipped BT exchange. The current CVS locations are as follows:

  • Edinburgh
  • Colombo (London)
  • Belfast
  • Reading
  • Bristol
  • Newcastle-Upon-Tyne
  • Colindale(London)
  • Birmingham
  • Milton Keynes
  • Cambridge
  • Guildford

Pricing Information

The product is charged in 2 component parts.

Connection Charges for Circuits From Remote Sites

Standard MegaStream connection charges will apply. Charges to the customer site will be subject to site survey.

Rental Charges for Circuits From Remote Sites

Circuits from remote sites to the CVS are charged as standard MegaStreams with two local ends. Quote On Line prices are available for the 34Mbit/s and 45Mbit/s circuits.

Customers with existing 2Mbit/s, 34Mbit/s and 45Mbit/s circuits from their remote sites to their main site, who wish to re-route them over the Longline bearer must cease and re-provide the circuits to the CVS. Shifts are not permitted.

Connection Charges for Longline Bearers

Charges for the CVS end will be at the prevailing 155Mbit/s price, and will be charged as an additional circuit to the same premises. Charges for the customer main site end will be subject to site survey.

Rental Charges for Longline Bearers

The rental charges for the local end at the CVS will be waived.

Charges will be raised for the main link and local end at the customer main site. The charges will be at prevailing published prices for MegaStream 155Mbit/s, or at the equivalent Quote on Line price see page of this Part.

The minimum chargeable distance for the Longline bearer is 50kms. Whilst the radial distance of the bearer may be less than 50kms the charge will be for 50kms.

Conditions

BT Conditions for Private Services apply.

The customer has no right of access to the CVS.

Ancillary Charges

These charges relate to work over and above that normally encountered in the provision of a MegaStream or similar circuit. As such these charges are raised as one off supplementary charges. These are described in Section 45 Part 1.

Standby Power

Description

Standby power provides alternative power for 2 Mbit/s MegaStream Network Terminating Equipment (NTE) in the event of mains power loss. Standby power for MegaStream 1 is not offered.

There are two options for standby power on MegaStream:

OPTION 1a,b: Batteries for the optical fibre NTEs (1x2), (4x2), (16x2) (1st digit indicates number of MegaStream circuits on a pair of fibres) and SDH (Synchronised Digital Hierarchy) access.

OPTION 2: Independent stand alone batteries, which can power all types of NTEs.

Both options will supply standby power for up to 5 hours.

NB: MegaStreams delivered over copper pairs (CWSS) instead of fibre, except in the case of MegaStream 1, do not require standby power as these NTEs are line powered and do not require an external power supply.

The single payment charge covers the supply and installation of the Standby Battery units.

For Option 1a & Option 1b batteries a visit charge may be applicable where no other chargeable work is being carried out.

Option 1 provides cover for a 4 year period.

There is no choice in Option 1 a or b for the type of NTE fitted. BT planners will decide which type of NTE is required to serve the customer premises.

Customer's still have the option of providing their own standby power and providing a 50 volt supply for the NTEs, in which case it is the responsibility of the supplier of the standby power to supply the 50V power lead to the NTE.

Existing customers using integral batteries will be changed to the new zero rental tariffs. The new single payment charge will be raised whenever they order a new battery.

Option 2 provides continual cover.

Existing customers with standalone batteries will continue with their current arrangement OR they may replace their NTE and take advantage of the integral batteries for standby power. Under these circumstances, service will need to be ceased and re-provided at standard connection charges. Customers must note that they will be required to undergo a break in service for this upgrade.

Conditions

Service is provided under 'BT's Conditions for Private Service'.

To maintain performance and under the terms of the contract between BT and the customer for Standby Power, integral batteries must be replaced four years from the date of installation. Should the battery fail within four years of date of installation, BT will repair or replace it free of charge.

It is the customer's responsibility to notify BT before the end of the 4th year after installation of battery to request the installation of a new battery.

If the customer continues to use the battery after the end of 4th year of use, the contract will be terminated and BT will not be liable for any possible damage or loss of service that may occur due to failure of the battery.
